CBS The Bold and the Beautiful spoilers reveal that Luna was clearly not the one who killed Tom and Hollis.
Someone controlled her or used her—even Luna herself was not sure about this.
The police collected enough evidence, so Luna was naturally imprisoned until Bill intervened.
He met Luna, asked her more about Tom and Hollis’s deaths, and then found a loophole.
Everything was just as Bill had predicted: Luna was not truly evil.
He was right to save her from prison.
But who was behind everything? Why did they target Luna?
The most likely possibility is Poppy.
Poppy is the one who made Luna take the blame for her all this time.
Even though Luna is Poppy’s daughter, Poppy doesn’t care.
She could have killed Tom and Hollis.
The reason for killing Tom and Hollis was probably to hide Luna’s true identity.
Poppy was with Bill at the time, so she didn’t want to lose him because of this.
Luna might have known about this but accepted taking the blame for her mother.
She didn’t blame Poppy for anything.
Luna thought she had done something wrong by kidnapping Steffy anyway, so she took Poppy’s punishment.
The second possibility was Lee.
Lee used Luna to help her kill Tom and Hollis.
That way, Lee could safely complete her goal.
Even if the police investigated, Luna would take the blame for Lee.
Lee might have known about Luna’s illness.

Luna was convinced it was true.
So, when Luna kidnapped Steffy, she confessed to Steffy that she was the one who killed Tom and Hollis.

Luna was just used by Lee so that Lee wouldn’t have to be held accountable by the law.

Finally, there’s Sheila.
She was a cruel and sinister person, so she could easily scheme against Luna.
But Tom and Hollis worked at Deacon’s restaurant—they had no grudge against Sheila.
So why did Sheila want them dead?
Tom and Hollis might have discovered some secret of Sheila’s, which is why she killed them.
If someone had threatened Sheila, she would definitely not let them survive.
